Dean Mitchell is Executive Vice President, Chief Financial Officer (CFO) and Treasurer at Enact, where he is responsible for financial operations, financial reporting, and financial strategies. After holding the CFO position on acting basis, Mr. Mitchell assumed the role of Senior Vice President and Chief Financial Officer in January 2012, later assuming the additional role of Treasurer in March 2013. Prior to that, he was Vice President, Capital Management for the U.S. Mortgage Insurance segment. Mr. Mitchell joined the company in June 2004 as a member of the Global Capital Management group. Prior to Enact, Mr. Mitchell was Treasurer of Reichhold, Inc., a global chemical manufacturer located in Research Triangle Park, North Carolina, and held the Director of Treasury role at Business Telecom, Inc., a privately held telecommunications provider located in Raleigh, North Carolina. Mr. Mitchell earned a Bachelor of Science in Business from Wake Forest University in Winston-Salem, North Carolina, and holds an MBA from the University of North Carolina at Wilmington. He resides in Raleigh, North Carolina with his wife and two sons.
Mike Derstine is Executive Vice President and Chief Risk Officer at Enact, where he is responsible for risk management, risk modeling, pricing, credit policy, and quality assurance. After joining the company in January 2013, Mr. Derstine served as Senior Vice President and Chief Risk Officer. Prior to Enact, Mr. Derstine held various positions at Republic Mortgage Insurance Company beginning in May 2002 including: Mortgage Valuation Manager, Pricing Group Manager and Vice President of Risk Management, Quality Assurance, and Analytics. Mr. Derstine began his career with TE Connectivity, a global technology firm, in 1992, where he was a Product Development Design Engineer. Mr. Derstine has a B.S. degree in Mechanical Engineering from Messiah College and an M.B.A from Wake Forest University’s Babcock Graduate School of Management.
Brian Gould is Executive Vice President and Chief Operations Officer at Enact, where he is responsible for underwriting, analytics, information technology, project management, lender services, and loss mitigation. Mr. Gould previously served as Vice President of Operations for Enact, a role he assumed in November 2018. Prior to Enact, Mr. Gould served as a consultant for Freddie Mac after spending 18 years with United Guaranty Corporation. Mr. Gould held roles of increasing responsibility at United Guaranty Corporation including Vice President & Profit Center Manager of Education Loan Insurance, Vice President of Strategic Planning & Corporate Development and Chief Operating Officer. He began his career at State Farm Insurance Company as a Claims Specialist. Mr. Gould received a B.S. degree in Economics from the University of North Carolina – Chapel Hill and an M.B.A. from University of North Carolina – Greensboro. He also holds designations as an Associate in Claims and Chartered Property Casualty Underwriter.
Duane Duncan is Senior Vice President of Government and Industry Relations at Enact. He is responsible for leading the development of policy positions and maintaining relationships with policymakers on Capitol Hill and in the Administration, with trade associations, stakeholders and influencers at the state and federal levels. Mr. Duncan currently serves on the Board of the Congressional Institute and on the Board of the National Housing Conference. Prior to joining Enact, Mr. Duncan was a principal with DSD Capitol, a government relations and lobbying practice specializing in financial services and housing finance matters. He represented numerous firms and trade associations with priorities before the Administration, federal regulators and on Capitol Hill. Mr. Duncan also served as Senior Vice President of Government and Industry Relations with Fannie Mae where he was responsible for legislative, policy and political engagement with Capitol Hill and the Administration. Prior to joining Fannie Mae, Mr. Duncan served for five years as Chief of Staff and Counsel for Congressman Richard Baker (R-LA) who Chaired the House Financial Services Subcommittee on Capital Markets, Insurance & GSEs. He is a graduate of Randolph-Macon College, earned his law degree from George Mason University, is a member of the Virginia State Bar, and resides in Alexandria, VA.
